Novikov Valery Konstantinovich (28.05.1939) graduated from Moscow Aviation Institute , aircraft production department, and since 1961 till 1979 worked at the scientific industrial enterprise Energia, He participated in development, testing and preparation of space vehicles Vostok, Voskhod, Souz and space stations Salyut and Mir, and in the international program Souz-Apollo.

Since 1979 he has been working in MDB as Deputy General Designer of space projects. Since 1986 he is the head of MDB and in 1992 he was appointed General Designer. Under his guidance a new group of experts was formed who ensured the development of Buran space orbiter cabin, a life support and thermal control system and a system for crew escape beginning from the takeoff up to the placement into orbit that is a unique for the world practice, the execution of flight tests with development of an automatic landing system, the development of unique rigs for tests of space vehicles systems and units. At that time the delivery of the space shuttle orbiter and sections of Energia launch vehicle to Baikonur cosmodrome was carried out using VM-TAtlant transportation aircraft.

In 1993 MDB was entrusted with the certificate for development of civil aircraft of any classes. The scope of works was expanded on passenger aircraft development of different dimensions and purposes a number of which was included into the Program of civil engineering development in Russia up to 2000.

In 1990 25 world records were achieved by the single-engine high altitude subsonic aircraft M17 Stratosphere, 16 world records were set up by the twin engine M55 Geophysica aircraft that made its first flight in 1988, and since 1996 the aircraft successfully participates in Airborne Polar Mission on investigation of ozone layer depletion.

On the 31st of March 1995 MDB V. Vasenkov, Hero of Russian Federation, flew M-101T Gzhel, the first turboprop business class aircraft in Russia. This multipurpose aircraft developed under the guidance of V. Novikov has already begun commercial transportation of cargoes and is passing now the certification testing.

General designer V.K. Novikov is awarded the orders "For Services to Motherland", III degree , "Friendship of Peoples" and medals.
